Access as Equality: A FCC Program to Help Provide Internet to Poor Americans

​The “digital divide” describes the gulf between technology’s haves and have-nots. It arose in the 1990s when access to computers and the Internet became an economic necessity. According to the FCC, in 2012, about 65% of all Americans had broadband access at home, but only 40% of households with less than $20,000 in annual income had broadband. Half of all Hispanics and 41% of African-American homes lack broadband.
